Knowing how to convert JPEGs into MPEGs lets you create content for your company’s website that engages potential customers more effectively than static images can. For example, you could assemble JPEGs showing different stages of a product you create to give potential customers a virtual tour of your operation. Converting JPEGs into MPEGs involves using a program to assemble a series of JPEGs in the sequence you want and then exporting the sequence as an MPEG file.
Windows Movie Maker

Open Movie Maker (link in Resources) and then click the “Home” tab’s “Add videos and photos” button. The Add dialog appears. Double-click a JPEG to load it into Movie Maker and then load the remaining JPEGs the same way.

Click one of the thumbnails in Movie Maker's right pane to select an image for editing. Drag the selected thumbnail to where you want it to appear in the sequence of JPEGs you loaded.

Click the “Movie Maker” tab and then click the “Save Movie” item. Click the “Computer” option to indicate that you want to save the movie to your PC. Click the “Type” control to display a list of file types and then click the “MPEG” item. Type a name for the MPEG in the “File name” text box and then click the “Save” button. Movie Maker displays a progress bar as it assembles the MPEG from your JPEGs.

Click the “Play” button once the dialog showing the progress bar closes. Windows plays the MPEG that you created from JPEGs.
Blender

Open Blender (link in Resources) and then click the 'Video Editing' item from the Screen Layout control. Click the 'Add' menu and then click the 'Image' command. The File Browser dialog opens. Click a JPEG that you'd like to appear in the MPEG and then click 'Add' to load the JPEG. Load the remaining JPEGs the same way. The Sequence Editor windows display the JPEGs as horizontal strips.

Right-click a strip to select it and then press 'G.' Drag along the timeline until the strip appears at the time you want. For example, to make a strip appear at the start of the MPEG, which has the time marking '0.0,' drag left until the strip appears over the '0.0' marking. Left-click the mouse to complete the move. Position the remaining strips the same way.

Click the Render panel's 'File Format' control and then click the 'MPEG' option. Type a folder location in the Output text box and then click the 'Render Animation' button. Blender creates the MPEG in the folder you specified.
Photoshop
1.
Open the JPEG that you'd like to appear first in the MPEG. Click the 'File' menu's 'Place' command to display the Place dialog box, which is a file browser. Select the JPEG that you want to appear second in the MPEG and then click the 'Place' button to add the JPEG as a new layer atop the first JPEG. Add the remaining JPEGs with the Place command. Photoshop displays all JPEGs in the Layers panel.

Click the Animation panel's 'Make Frames from Layers' command to make video frames of all layers.

Click the File menu's 'Export' item and then click the 'Render Video' command. The Render dialog box appears. Click the 'MPEG' option of the Export control and then click the 'Render' button to save the MPEG in the folder indicated by the Folder control.
